Huo eventually decides to establish the Jingwu Sports Federation to teach martial arts. However, the dubious leaders of the Foreign Chamber of Commerce decide to arrange a fighting tournament that pits Huo against four other fighters in an attempt to hurt his prestige. The four fighters selected actually represent the four major foreign powers influencing China at the time.
